มาตรา 131
ร่างพระราชบัญญัติประกอบรัฐธรรมนูญจะเสนอได้ก็แต่โดย
(1) คณะรัฐมนตรีโดยข้อเสนอแนะของศาลฎีกา ศาลรัฐธรรมนูญ หรือองค์กรอิสระที่เกี่ยวข้อง
(2) สมาชิกสภาผู้แทนราษฎรจำนวนไม่น้อยกว่าหนึ่งในสิบของจำนวนสมาชิกทั้งหมดเท่าที่มีอยู่ของสภาผู้แทนราษฎร
